WASHINGTON, Sept. 10, 2008 – Iraqi President Jalal Talabani thanked the American people for liberating his country from “the worst kind of dictatorship” after a White House meeting with President Bush today, and he expressed the hope that a new strategic framework for the presence of U.S. forces in Iraq beyond the Dec. 31 expiration of the United Nations mandate would be finalized soon.
